Assessment of community resilience to natural disaster and climate change risks using the BRIC framework, case study in Ho Chi Minh City

Abstract
Disaster risk resilience capacity plays a key role in protecting communities and maintaining sustainable development. This study focuses on assessing the community resilience indicator (CRI) in Ho Chi Minh City to natural disaster and climate change risks through the development and application of the BRIC framework (Baseline Resilience Indicators for Communities). Based on six main component groups, Economic, Social, Community, Infrastructure, Environmental, and Institution & Organization, the research team selected 42 specific indicators to assess the CRI in Ho Chi Minh City against natural disaster and climate change risks. Indicator weights were determined using the AHP (Analytic Hierarchy Process) method and the Iyengar–Sudarshan (1982) approach to ensure objectivity and practicality. The results of the CRI assessment for wards/ communes within the former administrative boundaries of Ho Chi Minh City (prior to July 2025) show clear spatial differences. The average CRI score of Ho Chi Minh City is 0.56, ranging from 0.40 in coastal communes to 0.65 in inner-city wards. In addition, the values of indicators clearly reflect the strengths and weaknesses of each locality in terms of resilience capacity. This study provides a comprehensive quantitative tool for assessing resilience capacity, supporting policymakers in planning and allocating resources effectively, especially in the context of Ho Chi Minh City moving toward a regional megacity model.
